In the Name of Allah, Most Gracious, Most Merciful. May peace and blessings be upon our beloved Prophet Muhammad (saw), his family, and his companions, as well as his followers.
Assalamu’alaikum Wa Rahmatullah Wa Barakatahu,
Dear beloved sisters, the world is constantly changing with its dynamics, but the condition of our Rohingya brothers and sisters has never changed. This is a result of the nationalistic, capitalist, and secular system that shapes and dominates the current world order and which maintains, supports and strengthens the predatory regime of Myanmar and the Muslim puppet regimes who are indifferent to the suffering of the Rohingya. Empty solutions presented in futile diplomatic negotiations or half-hearted agreements have continued to be offered repeatedly by bilateral, regional and international forums, but none of the lives of our brothers or sisters were saved as a result! Therefore sisters, all these futile and time-wasting efforts must end immediately! Our Muslim brothers and sisters from Rohingya cannot wait any longer! For too long, Muslims have been presented with theatrical acts of cheap, blunt diplomacy. What’s really yearned for by this Ummah today is the brave attitude of a ruler and state which will fight to defend the truth and save those who are oppressed!
My dearest sisters, Allah (swt) says,
((وَإِنِ اسْتَنصَرُوكُمْ فِي الدِّينِ فَعَلَيْكُمُ النَّصْرُ))
“…And if they seek help of you for the religion, then you must help…“ [TMQ al-Anfaal: 72]
It is a very clear Islamic obligation for the Muslim governments in Indonesia, Malaysia, Bangladesh, and elsewhere to immediately take action to provide emergency aid and help for our Rohingya brothers and sisters and we must demand this of them. This includes immediately:
1. Opening their borders to the Rohingya refugees,
2. Sending a rescue mission for those who are stranded in the middle of the sea,
3. Providing protection and care of all their needs including granting them the rights of citizenship in our Muslim lands,
4. Putting political pressure on the oppressive regime of Myanmar to stop all their brutality towards Rohingya Muslims, including cutting all diplomatic ties with the regime, and
5. Mobilizing their military force, if political pressure is ignored, to save the Muslims from oppression and bloodshed and uphold the honor of Islam and the Muslim Ummah!
But where can the Rohingya Muslims expect to receive all this help? Sisters, one of the most crucial issues is the matter of the right of citizenship. The call from some groups is to demand Myanmar to grant citizenship to the Rohingya. However, this is really a misdirected call. Rather, the obligation of providing citizenship lies on the shoulders of Muslim governments such as in Indonesia, Malaysia, and Bangladesh. The Rohingya Muslims have the full right to start a new life in any of the Muslim lands. They deserve to receive a full guarantee of their basic needs such as health care, education, employment, and protection.
However, the regimes of the Muslim world have refused to do this because they embrace the capitalist system, the nation-state model of governance and the secular view of citizenship that distinguishes humans only by their national identity and offers help only according to their capitalist interests, rather than based on human needs. So, under secularism, the identity of ‘nationality’ distinguishes citizens from foreigners. However, this secular, nationalistic concept of citizenship has led to mass dehumanization of people, caused oppressed people to be abandoned, and fuelled both ethnic conflicts within states and wars between nation states, inspired by ethnic or national identities.
Therefore sisters, it is not just the Rohingya and other oppressed Muslims who are in dire need of an alternative model of governance to protect them from the fall-out of this divisive, inflammatory form of ruling, but the whole of humanity too. The only system that can provide this alternative is the Khilafah based upon the method of the Prophethood which implements the laws and systems of Islam comprehensively upon the state. It is the urgent re-establishment of this state which is the only true solution to the tragedy that has befallen our Rohingya brothers and sisters and the Ummah globally. So how will the Khilafah practically solve the Rohingya Crisis? Well I would like to present 3 points to explain how:
1) Unification of the Muslim Lands and Removal of National Borders:
Firstly, the Khilafah will reject the concept of the nation-state and remove all national borders, unifying our Muslim lands into one state ruled by one ruler who governs according to one system – the system of Allah (swt): Islam, establishing physical unity between the Muslims, as obliged by the Qur’an and Sunnah, for Allah (swt) says, ((إِنَّ هَٰذِهِ أُمَّتُكُمْ أُمَّةً وَاحِدَةً وَأَنَا رَبُّكُمْ فَاعْبُدُونِ)) “Truly, this, your Ummah is one Ummah, and I am your Lord, therefore worship Me.” [Al-Anbiya: 92].
Therefore, the Khilafah will unify the regions of Myanmar Rakhine, with the land of Bangladesh, Pakistan, the archipelagos of Indonesia, Malaysia and the rest of the lands of the Muslims across the world and the borders of the state will be open to any oppressed Muslims, no matter which country they are from. Allahu Akbar!!! The unification of the Muslim lands will also mean unification of the region’s resources, wealth, and military power. This will not only ensure that the state has plentiful means to provide humanitarian assistance to those Muslims and even non-Muslims fleeing persecution, but it will establish the Khilafah as a considerable world power, with a huge international standing, and extensive political leverage globally. The existence of such a state which represents the interests of Islam and Muslims globally will make the enemies of the Ummah shudder at the mere thought of attacking a single Muslim under their rule. Indeed, it is the absence of such a state that makes racist regimes such as Myanmar and others who harbor anti-Muslim hatred brave in oppressing their Muslim minorities, because they know fully well that today they can attack Muslims freely without any real repercussions from any present government, who they know will never come to their aid. However, such anti-Muslim regimes will recognize that this will not be the case under the Khilafah which will not tolerate a single Muslim being harmed at the hands of foreign states.
2) Use of All State Tools, including the Mobilisation of its Army to Defend Oppressed Muslims:
Secondly, the Khilafah would use all tools and means at its disposal: political, economic, and military, to protect Muslims from oppression and defend their lives and honour as Islam has obliged, for the Prophet (saw) says,
إِنَّمَا الْإِمَامُ جُنَّةٌ يُقَاتَلُ مِنْ وَرَائِهِ وَيُتَّقَى بِهِ
“Indeed, the Imam (Khaleefah) is a shield, from behind whom you fight and by whom you are protected.” [Narrated by Muslim] It would therefore apply huge political pressure, including cutting political and economic ties and issuing threats of military action, with any state which engages in the oppression or killing of Muslims. If such actions fail to stop the hostility of such regimes against Islam and the believers, then the Khilafah would mobilize the full force of its army to defend the Muslims, regardless of which state they reside and regardless of the cost. This is because the Khilafah is a principled state, based upon the high moral values of Islam that places great importance upon the sanctity of human life, and that is obliged to protect the blood of Muslims, rather than being driven in its actions by selfish national interests or monetary gain. The Prophet (saw) said,
«فَإِنَّ دِمَاءَكُمْ وَأَمْوَالَكُمْ وَأَعْرَاضَكُمْ بَيْنَكُمْ حَرَامٌ عَلَيْكُمْ كَحُرْمَةِ يَوْمِكُمْ هَذَا، فِيْ شَهْرِكُمْ هَذَا، فِيْ بَلَدِكُمْ هَذَا، لِيُبَلِّغِ الشَّاهِدُ الْغَائِبَ»
“….Your blood, your properties, and your honor are sacred to one another like the sanctity of this day of yours, in this (sacred) town (Mecca) of yours, in this month of yours. It is incumbent upon those who are present to convey this information to those who are absent…” [Narrated by Bukhari and Muslim]
This high moral principle was reflected in the actions of the 9th century Khalifah al-Mu’tassim who on hearing that a Muslim woman had been captured and abused by a Roman soldier in Amurriyah in Turkey immediately sent an army 90,000 strong to rescue her and to strike fear into the Roman army to never repeat such an action. This was even though the capital of the Khilafah was in Baghdad at that time.
3) Applying the Islamic View of Citizenship upon its Society:
And thirdly sisters, the Khilafah will apply the Islamic view of citizenship within the state. According to Islam, a person’s citizenship is based upon the place which he chooses as his residence. Therefore, if he chooses to live within the Khilafah and accepts to be loyal to the state and live under the laws of Islam, he would be granted citizenship and be entitled to enjoy all the rights this entails, regardless of his nationality or even faith. This is in accordance to the hadith of the Prophet (saw) where he said,
«ثُمَّ ادْعُهُمْ إِلَى التَّحَوُّلِ مِنْ دَارِهِمْ إِلَى دَارِ الْمُهَاجِرِينَ وَأَخْبِرْهُمْ إِنْ هُمْ فَعَلُوا ذَلِكَ أَنَّ لَهُمْ مَا لِلْمُهَاجِرِينَ وَأَنَّ عَلَيْهِمْ مَا عَلَى الْمُهَاجِرِينَ»
“…call them to move from their land to the land of the Muhajireen (the emigrants to Madinah), and tell them if they do so, then they will have the rights which the Muhajireen enjoy and they will have duties like the duties upon the Muhajireen.”
The Khilafah is therefore forbidden to discriminate at all based on ethnicity, nationality, colour or belief in granting citizenship. It is also prohibited from discriminating between its citizens in any matter, be it ruling, judiciary, caring for their affairs, or protection of their life, honour or wealth. All citizens of the state must be treated equally regardless of religion, race or any other matter, and enjoy the same justice and fairness, for Allah (swt) says,
((وَإِذَا حَكَمۡتُم بَيۡنَ ٱلنَّاسِ أَن تَحۡكُمُواْ بِٱلۡعَدۡلِ))
“When you judge between people to judge with justice.” [An-Nisa:58]. The Prophet (saw) also said, «الإِمَامُ رَاعٍ وَمَسْئُولٌ عَنْ رَعِيَّتِهِ» “The Imam (Khalifah) is a guardian and he is responsible for his subjects.” The term subjects is ‘general’ and includes all the subjects, Muslim and non-Muslim alike. Even the Dhimmi (non-Muslim citizens of the state) are therefore afforded the same rights and protection as the Muslims of the state, guaranteed the right to practice their religious beliefs without harassment from anyone, and cannot be coerced away from their faith . This is why at the time of the Khilafah, the Jews of Spain who were being persecuted by its Christian rulers during the Spanish Inquisition, fled to the Khilafah, knowing that they would be welcomed there, be provided refuge and be given the right to live as citizens of the state. Indeed, it can be understood that the re-establishment of this glorious State would raise the bar of the international norms and expectations by which states treat their minorities, refugees and populations which today has reached sub-human levels due to the appalling standards set by the self-serving, unethical, and heartless capitalist states and system which dominates international politics.
Dear honourable sisters, surely it is evidently clear that it is only the urgent establishment of this magnificent state, the Khilafah that can bring an end to the nightmare currently facing our Rohingya brothers and sisters and our Ummah globally. It will bring hope where once there was nothing but despair. Therefore, we call you to work with us and support our call with Hizb ut Tahrir, with all your efforts, to return the glorious light of this System of Allah (swt) to our lands by convincing your families, friends and network of contacts of the dire need for the re-birth of this state, such that the mercy of its laws will once again grace this Ummah and shine as a beacon of justice for mankind.
